The City of Roanoke Rapids is seeking an experienced recreation executive to lead and help shape the future of Roanoke Rapids Parks & Recreation as our next Parks & Recreation Director!  This position guides and supports all aspects of the Roanoke Rapids Parks & Recreation Department to achieve its mission to provide well-rounded programming for all ages and to provide safe, attractive and clean park, recreational, library and museum facilities.  As a department head, the Parks & Recreation Director reports to the City Manager and actively contributes as a member of the City Leadership team in achieving citywide goals and objectives established by Roanoke Rapids City Council.

Job Duties

  • Leads all aspects of the City's parks & recreation services; regularly meets with department staff to clarify mission and objectives; builds a team atmosphere that includes obtaining input on issues and decisions and ensuring all are informed
  • Develop and manage recreational planning documents with community input; supervise and participate in the application of grants
  • Recruits, selects and oversees the training of department personnel; advises, directs and consults with department staff on matters of training, work assignments and scheduling, work performance, promotions and other personnel matters
  • Establishes department policies, sets priorities and reviews performance expectations; recommends and directs changes as needed
  • Supervises the preparation of and recommends annual budgets in consultation with City Manager; administer budgeted funds effectively
  • Receives and investigates public inquiries and complaints concerning recreational activities and services
  • Oversees the preparation of periodic reports of recreational activities; analyzes data trends; presents findings to department staff, City administration, elected officials and citizens
  • Promote department mission, goals, activities and achievements to the general public on a regular basis; build a positive and productive relationship with the community we serve
  • Build collaborative relationships with community partners including public, charter and private school administrations, youth sporting associations, corporate sponsors, civic organization leaders and more; utilize network to deliver a variety of programs and services to the community
  • perform other related duties as assigned

Typical Qualifications

Education: Bachelor's degree or higher in park & recreation management, natural resource management, public administration or another closely related field

Certifications: Certified Park and Recreation Professional (CPRP), Certified Park and Recreational Executive (CPRE) and/or other applicable national or state-level certifications

Experience: a minimum of seven (7) years of Parks & Recreation experience with at least five (5) years in a supervisory/management role

or an equivalent combination of education, certifications and years of experience

Other Requirements: possession of a valid North Carolina drivers license and primary residence is located within a reasonable distance to Roanoke Rapids, North Carolina within first twelve (12) months of employment

Police Officer


Minimum Qualifications:

  • Must be high school graduate or hold GED certificate
  • Must be able to furnish documentary evidence showing the applicant has met the education requirement for the criminal justice field of expected employment
  • Sufficient experience to understand the basic principle relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship of having had a similar position for one to two years
  • Possession of valid driver's license with an active and consecutive 3-year satisfactory verifiable driving history.  Driving history will be checked, (Must be able to be licensed in the state of North Carolina)
  • Ability to meet current requirements set forth by the North Carolina Training & Standards Commission

Essential Duties and Tasks:

  • Patrol streets by foot or in police vehicle; examine premises including unoccupied residences and commercial properties; detect unusual conditions; maintain surveillance and observation of stolen cars, missing persons, suspects; report public safety issues such as dangerous or defective streets, sidewalks, traffic lights or other hazardous conditions.
  • Respond to calls for assistance, complaints, suspicious activity, domestic disputes, loud and disruptive behavior; complete calls by assessing true nature of situation and taking applicable measures to resolve the situation.
  • Investigate traffic accidents, issue traffic citations, direct traffic and participate in other emergency operations.
  • Serve warrants; apprehend and process criminal suspects and transport to magistrate and/or County detention facilities.
  • Prepare records and reports.
  • Advise the public on laws and local ordinances.

Firefighter Applicant Pool

The City of Roanoke Rapids is accepting Firefighter applications to establish an eligibility list (applicant pool) from which selections will be made as positions become available. 

An employee in this position performs general fire fighting work including but not limited to preparing equipment for responding to fire calls, fighting fires, fire salvage and equipment/ fire vehicle maintenance.

Minimum Qualifications

  • Must be of good character, be in good physical condition and pass a drug test
  • Must be high school graduate or hold a GED certificate
  • Must have or be able to obtain a North Carolina or Virginia Class B driver's license
  • Must have WorkKeys Silver Certificate (or higher) | Contact Halifax Community College for more information (252-536-6393)
  • Firefighter experience preferred but not required

Essential Duties and Tasks:

  • Provides responses to fires and emergency calls; participates in hazardous material response and prevention programs.
  • Responds to alarms and assists in the suppression of fire including rescue, entry, ventilation and salvage work.
  • Performs routine maintenance and servicing of equipment including washing and waxing trucks, checking batteries, checking fuel and oil levels, cleaning and drying hoses, inspecting hose and hose connections, etc.
  • Participates in continuing education training programs.
  • Reports facility maintenance, radio, vehicle and equipment problems to appropriate level of authority.
  • Attends in-service classes to maintain current knowledge of fire suppression and emergency medical technology.
  • Participate in physical trainings.

This employee will supervise scheduled activities and is the City's point of contact during these activities.

Hours are mainly evenings and weekends according to activities that are scheduled.
