Firefighter Applicant Pool

The City of Roanoke Rapids is accepting Firefighter applications to establish an eligibility list (applicant pool) from which selections will be made as positions become available. 

An employee in this position performs general fire fighting work including but not limited to preparing equipment for responding to fire calls, fighting fires, fire salvage and equipment/ fire vehicle maintenance.

Minimum Qualifications

  • Must be of good character, be in good physical condition and pass a drug test
  • Must be high school graduate or hold a GED certificate
  • Must have or be able to obtain a North Carolina or Virginia Class B driver's license

Essential Duties and Tasks:

  • Provides responses to fires and emergency calls; participates in hazardous material response and prevention programs.
  • Responds to alarms and assists in the suppression of fire including rescue, entry, ventilation and salvage work.
  • Performs routine maintenance and servicing of equipment including washing and waxing trucks, checking batteries, checking fuel and oil levels, cleaning and drying hoses, inspecting hose and hose connections, etc.
  • Participates in continuing education training programs.
  • Reports facility maintenance, radio, vehicle and equipment problems to appropriate level of authority.
  • Attends in-service classes to maintain current knowledge of fire suppression and emergency medical technology.
  • Participate in physical trainings.

Patrol Lieutenant

Police Department

 

The employee performs specialized law enforcement management and administrative work in the coordination, planning, review and supervision of the activities of their assigned department divisions which may include patrol, investigations, or community policing. The Lieutenants are responsible for managing staff in their assigned divisions; determining staff work assignments; supervising the work of staff and assisting with difficult situations; participating in training of staff; overseeing the care of assigned equipment and vehicles; ensuring proper uniforms staff needs are met; supervising officers’ initial investigations; assuring reports and records quality control; participating in policy and procedure development; performance coaching and evaluation of staff; assisting in researching and implementing improvements in departmental services; and participating in the work of staff, especially when short-staffed. Work requires strong law enforcement experience and knowledge, people management skills, conflict resolution skills, and the ability to make sound decisions in emergency conditions. The employee is subject to hazards in law enforcement work including working in both inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as dangerous persons, loud noises, and/or hazardous spills with fumes, oils, gases or flammable liquids. Law enforcement duties are also subject to the final standards of OSHA on blood borne pathogens. Work is performed in accordance with departmental policy, local ordinances and state and federal law, supplemented with specific directions from the Police Captains and the Chief of Police. Work is performed under the general supervision of the Police Captain and is evaluated through observation, discussion and review of reports.

JOB DUTIES:

  • ·      Oversee assigned department divisions; ensures that department and City standards are met; schedules personnel where needed to meet demands, ensures minimum staffing is met; addresses employee complaints, motivates employees, and ensuring division performance.
  • ·      Supervises staff engaged in a variety of law enforcement activities through subordinate supervisors; determines priorities and needed resources; makes assignments; resolves and troubleshoots administrative and professional procedures; ensures compliance to departmental standards, policies, and practices.
  • ·      Coaches supervisors and staff on problem-solving; observes field performance and provides feedback; investigates citizen concerns about department policy and staff performance.
  • ·      Reviews and approves reports and investigations submitted by officers or subordinate supervisors; conducts case management oversight.
  • ·      Assists with the development of new and revised operating procedures; communicates revisions and implements changes in practices.
  • ·      Trains new staff and determines work priorities; monitors workload.
  • ·      May assist with purchasing function of general equipment which may include ammunition, weapons, etc.; research equipment and prices; ensures purchasing and finance policies and procedures are followed.
  • ·      Assures lines of communication remain open between command staff and line officers and that departmental policy, procedures and practices are clearly transmitted and understood.
  • ·      Reviews and approves training requests; reviews and approves timesheets.
  • ·      Prepares incident action plans for special events; attends events and assures law enforcement services are provided to meet event needs; coordinates special projects.
  • ·      Receives and investigates general and officer complaints from the public and/or internally and reports findings to the Police Captain.
  • ·      May participate in the interviewing and selection process with new officers and promotional processes.
  • ·      Requests resources in the budget process; may oversee and approve division purchasing.
  • ·      Responds to major incidents; may assume role as incident commander as needed for the situation; participates in patrol or line activities when staff shortages or emergencies dictate.
  • ·     Conducts a variety of departmental or division studies or investigations; recommends modifications to programs, policies, and procedures as appropriate; prepares and presents staff reports and other necessary correspondence.
  • ·      Other related duties may be assigned as necessary.

SKILLS/ PHYSICAL ABILITIES:

  • Thorough knowledge of state and federal laws, local ordinances, and policies of the police department.
  • Considerable knowledge of law enforcement principles, practices, methods and equipment.
  • Considerable knowledge of court procedures used in criminal, civil, and domestic courts, and of federal, state and local laws relative to civil process.

review a variety of records and reports.

Typical Qualifications

Education: High school graduate or hold a GED certificate required.  Two or four year college degree preferred but not required.

Certifications: Possession of an Intermediate or Advanced Law Enforcement Certificate by the North Carolina Criminal Justice Training and Standards Commission required.

Experience: A minimum of eight (8) years of professional law enforcement experience with at least two (2) years in a supervisory/ management role required.       

Or an equivalent combination of education, certifications and years of experience.    

Other Requirements: Possession of a valid North Carolina driver’s license

Patrol Corporal

Police Department

An employee in this class performs a full range of general law enforcement duties in the patrol division as assistant shift supervisor. The Corporal is expected to act in the capacity of a Sergeant, performing supervisory responsibilities in the absence of, or at the direction of, the Sergeant.  Work includes patrolling the City during an assigned shift in a police car or on foot; responding to calls for assistance; preventing, detecting and investigating disturbances and crime; performing traffic control work; performing accident control; apprehending suspects; serving warrants; and executing related assignments.  As a Corporal, the employee is expected to perform field supervision of patrol activities, assist in the training and supervision of officers, and provide direction and assistance to police officers in the conduct of more technical and complex assignments. Employee must exercise judgment, initiative and calm control when performing duties. Work also involves frequent public contact requiring tact, firmness and decisiveness. Work is performed in accordance with departmental policy and state and federal law, supplemented with specific directions from superior officers.  Employee normally work on shifts and are subject to hazards in law enforcement work including working in both inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as dangerous persons, loud noises, and hazardous spills.  Work in law enforcement is also subject to the final standards of OSHA on bloodborne pathogens. Work is performed under general supervision and is evaluated through observation, discussion and review of reports for adherence to laws, department procedures, community feedback, and proper judgement.

 

JOB DUTIES:

·         Supervises the shift in the absence of the Sergeant; provides technical assistance to other shift officers; reviews reports; provides back-up to officers; oversees patrol and law enforcement activities during assigned shift.

·         Patrols the City in a police car or on foot; checks doors and windows; examines premises of unoccupied residences or buildings; detects unusual conditions; may maintain surveillance and observation for stolen cars, missing persons, or suspects; reports dangerous or defective streets, sidewalks, traffic lights, or other hazardous conditions.

·         Responds to calls for assistance, complaints, suspicious activity, domestic disputes, loud and disruptive behavior; completes calls by determining the true nature of the situation and taking whatever legal or persuasive action is warranted.

·         May assign work and give instructions to police officers; ensures that department policies and procedures are followed; assists officers in follow-up investigations including gathering of evidence, questioning witnesses, and apprehending suspects.

·         Assists police officers in preparing reports; may review reports of police officers; may assist officers in preparing to appear in court to present evidence testimony.

·         Investigates traffic accidents; issues traffic citations; directs traffic and participates in other emergency operation activities; may enforce parking regulations.

·         Performs investigations of possible crimes through observation, questioning witnesses, and gathering physical evidence; performs investigative tasks and secures crime scenes, arrests and processes criminal suspects; presents findings in court.

 

·         Serves warrants and criminal summons; apprehends and processes criminal suspects and transports to magistrate and/or County detention facilities; serves subpoenas.

·         Investigates alarms, noise and disturbances and trespassing calls for service; responds to narcotics overdoses, juvenile issues, and domestic disturbances.

·         Prepares incident, accident, and arrest reports and records of activities; enters into the records management system.

·         Presents evidence and testimony in court hearings of prepared cases.

·         Participates in community-oriented policing activities and special City events and community activities.

·         Advises the public on laws and local ordinances; performs business and house checks; assists stranded motorists; gives information and directions to visitors and the general public; assists fire and emergency medical staff with incident response; assists the public with emergency conditions; participates in storm preparation and mitigation as needed.

·         May serve as a field training officer.

·         Establishes effective working relationships with businesses and citizens; participates in crime prevention programming.

·         Operates a two-way radio and/or a cell phone to receive instructions and information from or to report information to police department; maintains vehicle, weapons and other equipment in standard working order; utilizes specialized law enforcement software for information and records production.

·         Performs other related duties as required.

·         Considerable knowledge of state and federal laws, local ordinances and policies of the police department, especially relating to search and seizure, traffic control, pursuit, and arrest.

·         Considerable knowledge of the geographical layout of the City.

·         Some knowledge of scientific crime detection and criminal identification methods and procedures.

Certifications: Possession of Field Training Officer (FTO) Certification is preferred.

 

Experience: A minimum of two (2) years of professional law enforcement experience is required.

Minimum Qualifications:

  • Must be a high school graduate or hold a GED certificate
  • Must be able to furnish documentary evidence showing the applicant has met the educational requirement for the criminal justice field of expected employment
  • Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for 1-2 years
  • Possession of a valid driver's license with an active and consecutive 3-year satisfactory verifiable driving history
  • Ability to meet current requirements set forth by the North Carolina Training & Standards Commission

Street Maintenance Worker

Public Works

An employee in this class must be able to perform a variety of semi-skilled and manual labor tasks related to the maintenance of streets, storm drains, driveways, cemetery, and public buildings and grounds. 

 

Minimum Qualifications: 

  • must have good communication and customer service skills
  •      must be a high school graduate or hold a GED certificate
  • ·    must possess a valid Class C North Carolina Driver’s License

 Essential Duties and Tasks:

  • Performs a variety of maintenance tasks such as cutting lawns, painting, using power hand equipment, repairing driveways, replacing storm drainpipe, repairing curb and gutters
  • ·  Work may include performing various horticultural and ground maintenance practices, performing building maintenance tasks and operating some light equipment.
  • ·         Responds to public requests and questions with courtesy and tact
  • ·   Operates all equipment necessary to complete assigned tasks such as tractors, hand tools and mowing machines

School Crossing Guard

Police Department

An employee in this position assists children in safety crossing streets on the way to and from school in the mornings and afternoons.  This position will perform duties at assigned locations including Belmont Elementary, Chaloner Middle and Manning Elementary schools.  Crossing Guards report to Captain Gorton Williams at the Roanoke Rapids Police Department.  This seasonal, part-time position's schedule is subject to Roanoke Rapids Graded School District's traditional school calendar.  To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skills and abilities required.

Skills/ Abilities/ Knowledge/ Work Style:

  • Manage and control vehicular and pedestrian traffic at designated crossings.
  • Assess and decide when gaps in traffic allow for safe crossing.
  • Guide and direct children across streets, stopping traffic when necessary.
  • Communicate traffic and crossing rules and other information to students and adults.
  • Report any incidents or unsafe conditions to school officials and local law enforcement.
  • Use traffic control devices such as signs, flags or hand signals to guide traffic.

  • Experience as a crossing guard or similar role is preferred.

  • Valid North Carolina driver's license.

Physical Demands:

  • Regularly required to stand, use hands and fingers, handle or feel objects, tools or controls, reach with hands and arms, talk and hear.

  • Must occasionally lift or move up to 30 lbs.
  • Must have close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

(Part-Time) Lifeguard

Parks & Recreation

An employee in this class assists in all aspects of outdoor and indoor pool operations.  This employee is responsible for all related lifeguarding roles and responsibilities at both pools.

Minimum Qualifications:

  • Must hold American Red Cross Lifeguard/ First Aid/ CPR/ AED certification
  • Must be able to complete a 1/2 mile swim in under 20 minutes

Essential Duties and Tasks:

  • Instruct Red Cross swim lessons
  • Provide routine pool maintenance to ensure cleanliness and safe environment for patrons
  • Work as part of a team to effectively supervise up to a large number of pool patrons at one time
  • Work is performed under the general supervision of the Aquatics Center Supervisor
